Can the color chip's LCD timing signals be used as inputs (i.e. HSYNC, VSYNC, DOTCLK)?

This is a no for now, as these signals are purely outputs right now. If there is a dual port SDRAM out there, Amulet can write to it and you can read from it at the same time.
